What each process does to the board
Embossing pushes a shape up out of the paper from the reverse side using a matched pair of dies, one male and one female. Debossing runs the same idea in reverse, driving the shape down into the surface so the artwork sits in a recess. Neither one lays down ink. What a customer actually sees is the shadow falling across the raised or sunken edge, which is why both read strongly under angled light and go nearly invisible under flat overhead light.
The die itself is machined from magnesium, copper or brass. Magnesium costs the least and handles simple outlines with clean edges. Brass holds fine detail and multi-level sculpting, and it costs the most of the three. Tooling gets billed once, on the first order, and that same block goes back on press for any repeat of the identical mark.

Which stocks hold the impression
Caliper governs the result more than die quality does. On 12pt through 18pt paperboard, a single-level emboss keeps its shape without cracking the coated face. Under roughly 10pt the raised zone can distort on the back, and that matters on a folding carton where the reverse face is visible the moment a shopper opens the lid. Rigid wraps behave differently again, because the printed wrap is glued over a chipboard core and the core absorbs much of the pressure. Deep sculpted work on rigid usually needs the die to hit before the wrap is mounted.
Uncoated and textured papers take a deeper impression than gloss-laminated ones. A gloss film can craze along the shoulder of a deep emboss. Matte and soft touch films tolerate the hit better, and the low-sheen surface makes the shadow easier to read from across a shelf. Registration, artwork and the limits of fine detail
Blind work has nothing to line up with, so registration is easy. Registered work is harder. When the relief has to sit exactly on top of a printed logo, the press has to hold tight tolerance across the full sheet, and any stretch in the board after the print pass shows as a halo of ink beside the edge. Many buyers avoid that risk by keeping the relief blind and letting the shape read on its own.
Hairlines and small type disappear. Strokes below about half a point tend to fill in on the female die, and text under about 8pt loses its counters. Serif faces suffer first. If a mark has both a heavy shape and thin supporting text, the usual fix is to emboss the shape and print the text normally. Send layered vector art with the relief zone on its own layer so the tooling shop can cut a clean profile. That layer sits alongside the cut and crease lines on the dieline.
The two lines this adds to your quote
Two charges appear. The first is the die, billed once and held for reruns. The second is the press pass, priced per thousand sheets, and it applies to every unit in every order. A second relief position on the same box means a second hit unless both marks fall inside one die area. Combining a raised mark with metallic leaf in a single combination die avoids paying for two passes, which is the main reason foil stamping and embossing are so often specified together.
Skip the relief when the box is a shipper that gets opened once and recycled, when the run is small enough that tooling swamps the unit price, or when the surface is a gloss film that will fight the impression. Spend it on lids, sleeves and anything a customer handles more than once.

If you are unsure, ask for both on the same proof position and judge from the physical sample rather than a screen render.
